VOMS Core 2.1.0 release

A new release of VOMS Core components (Server, C/C++ APIs and Clients) is available, with many changes compared to the previous official release. The main change is the compatibility with platforms with OpenSSL 1.1 (such as Ubuntu 22.04) and OpenSSL 3 (such as EL9). For more information see the release page.
