UMD 4.7.0 with StoRM 1.11.13 released

UMD 4.7.0 is a regular update of the fourth Major release of UMD. It contains updated packages for CentOS7 and SL6.

This release contains a lot of updates, including latest StoRM v1.11.13 packages.
